Assessment of CRA Digital Infrastructure

In 2019, Tatweer Research collaborated with the Civil Registry Authority (CRA) to conduct a comprehensive evaluation of its digital infrastructure. This assessment aimed to gauge the suitability of the database to the CRA's actual needs, assess whether the database structure met design standards, and evaluate the effectiveness of the security procedures in place. Additionally, we examined the performance of the base server and database documentation.
To determine the outcome of these standards, we developed a testing plan that included surveys and interviews with administrators, as well as an examination of the database and operating system on the master server. Upon completion of the assessment, Tatweer Research presented a detailed report to the CRA, which included a set of recommendations to enhance its information system and optimize its performance.
Reforming System of Information Management for the Ministry of Finance
Tatweer Research was commissioned by the Ministry of Finance to conduct a comprehensive assessment of their payroll system infrastructure, with a focus on ensuring the security and integrity of sensitive information. Our scope of work entailed the following key objectives:
Evaluating the existing payroll system to identify areas for improvement and ensure compliance with current data systems.
Establishing a secure digital connection between the Ministry's offices nationwide, utilizing cutting-edge internet telecommunication technology.
Implementing modern encryption and information security protocols to safeguard against potential threats.
Integrating the Ministry's systems with those of associated agencies and institutions, enhancing the speed, efficiency, and overall performance of their operations.

Dashboard for the Ministry of Planning
In February 2022, Tatweer Research proudly collaborated with the Ministry of Planning to design an innovative, comprehensive dashboard for Libya's state projects. Our team of digital solution experts crafted this cutting-edge platform to empower Ministry employees to effortlessly manage data for all development projects across the country. This user-friendly dashboard provides a bird's-eye view of the entire project landscape, featuring a range of cutting-edge tools, including data entry and analysis capabilities, as well as data visualization.
With this intuitive platform, the Ministry can seamlessly track project spending and update data in real-time, while also providing transparency to the general public. The dashboard offers a wealth of information on state projects, including project nature, scope, budgets, geographic locations, and responsible entities. All data is presented in a visually engaging and easy-to-use format, allowing the Ministry and the public to leverage it for analysis, monitoring, reporting, evaluation, or any other purpose.

At Tatweer Research, we developed and designed the Wafed platform for the Ministry of Labor. Our goal was to streamline the process of bringing in expatriate workers, aligning with the digital governance mechanisms launched in 2021. Through the Wafed platform, Libyan companies and institutions can submit labor recruitment applications via electronic forms, with the Ministry reviewing these requests electronically to provide a seamless experience. Once approved, recruitment can proceed, with authorized authorities completing all legal and financial matters through the platform. This innovative solution has contributed to strengthening the Libyan economy by improving efficiency and productivity through the employment of skilled workers, ultimately attracting more foreign investments to Libya, fostering growth in the country.

Voter Registration Portal for the Municipal Councils Elections Committee
Tatweer Research collaborated with the Municipal Councils Elections Committee to develop a cutting-edge online platform for voter registration, seamlessly integrating with the Committee's website and mobile application. This innovative solution streamlined the verification of voter data, ensuring unparalleled accuracy and integrity through automated processes. The system utilizes SMS technology to deliver registration data directly to voters' mobile numbers, linked to their national ID numbers, thereby eliminating potential fraud and ensuring the transparency of the electoral process. The portal was launched and began operating in three municipalities - Jallo, Awjila, and Ajjara.

The portal aims to facilitate the voter registration process. It saves citizens time and effort, and it also contributes to ensuring accuracy and authenticity of voter data. The portal was well received by citizens, who praised the level of service provided.
Qudra
At the intersection of innovation and public service, Qudra is a transformative project that embodies Tatweer Research's mission to digitally revamp the services offered by state institutions, thereby catalyzing economic diversification and sustainable growth. Through our team's expertise, we designed and implemented the Qudra project in partnership with the Ministry of Social Affairs, with the ultimate goal of empowering citizens through digital means.
By creating a comprehensive digital portal, we aimed to provide marginalized communities with access to vital resources, skills, and knowledge that can be leveraged to drive personal and collective transformation. This inclusive platform empowers citizens to take control of their own destiny, breaking down barriers and bridging the gap between information and opportunity.
Through Qudra, we are committed to contributing to the country's economic and social development, while consolidating the existing sustainable development process on the principles of equality, participation, and inclusivity.

D-Crow
The D-Crow platform is a revolutionary electronic hub that harnesses the power of mobile crowdsourcing to collect and utilize data from a vast network of devices, providing unbiased, real-world measurements combined with scientific analysis and interactive mapping to offer independent insights on mobile connectivity and network quality. By collecting real-time data from various devices and locations, D-Crow analyzes the data based on multiple factors and displays the results through interactive dashboards and mapping, enabling users to visualize the actual coverage and quality of their networks and make data-driven decisions to drive business growth, ultimately directing investments for maximum market impact.
Work on the project began in December 2018 through three stages:
Pre-Alpha
This stage included needs analysis, software design, and project development.
Alpha
This stage included initial software development, data collection, software testing, analysis, and map coverage.
Beta
This stage included designing the system in an integrated manner, building an interactive dashboard, then testing and development.
D-Crow tools include a platform using mobile crowdsourcing, which will bring about a radical change in the process of map coverage. The platform will consist of three main parts:
An application that collects signal strength data.
Background data analysis system.
A web page to visualize the results.

Oil and Gas Production Dashboard
Tatweer Research designed and developed an integrated digital platform for the National Oil Company, seamlessly integrating a portal for real-time production data entry, linking oil fields directly to the production management system at the National Oil Corporation. The comprehensive platform features a dedicated control panel for production management, an electronic portal for field operators and companies to enter data, and a report issuance portal. Additionally, the platform includes a smart information dashboard showcasing current production data through interactive charts and indicators. To ensure a smooth transition, Tatweer Research conducted a series of workshops to train targeted personnel on the efficient use of the platform.
